About This Program
The OTTER Program is a community volunteer program
funded by the Orange County Citizens’ Commission for
Children. No stipend is provided. Volunteers read aloud
to children ages 3 to 5 and help build the early
literacy skills that set young students up for a
lifetime of learning.
